Following the release of the powerful new audio documentary We Do Not Do That Here, BCfm and Ujima Radio are proud to announce the launch of a pioneering new guide: the Civil Unrest Broadcast and Response Protocol for Local and Community Radio (UK).
Developed as part of the same Bristol City Council funded project, this new protocol offers practical guidance for community and local radio stations across the UK on how to respond responsibly and safely during times of civil unrest.

The creation of this resource was inspired by the events of last summer, when violence and misinformation spread quickly through our streets and online spaces. During those tense days, community radio stations like BCfm and Ujima played a crucial role in keeping people informed, calm, and connected. This new protocol builds on that experience to help other broadcasters prepare for and respond to similar moments of crisis in the future.
The protocol covers everything from staff safety and emergency communications to fact-checking, coordination with local authorities, and providing space for peaceful community dialogue. It promotes accurate, non-inflammatory reporting, the protection of volunteers, and the importance of maintaining editorial independence while working with local councils and the police.
Marcus Smith, Development Lead at BCfm Radio, said:
“This protocol is about ensuring that community media can act swiftly, responsibly and compassionately when our audiences need us most. It is about keeping people safe and informed, while giving a platform to voices that bring calm and understanding.”
Miranda Rae, Station Manager at Ujima Radio, added:
“Community radio is a trusted voice during times of uncertainty. This protocol gives us a clear framework to follow, helping us respond to unrest in ways that strengthen communities rather than divide them.”
The Civil Unrest Broadcast and Response Protocol is now available to download free of charge, providing a vital resource for radio stations across the UK and beyond.
